The Challenge: Leicestershire is at a crossroads. Despite three world-class universities and global industry leaders, our regional influence is fragmented. As the UK shifts toward a new devolution model in 2028, Leicestershire risks being "left behind" unless we build a bold, unified policy platform.

The Solution: LiPex is an independent Social Enterprise (CIC) led by Andy Reed OBE.

It is a neutral "Action Tank" where the county’s best minds—from VCs to citizens—thrash out the opportunities of tomorrow to create actionable mandates for Westminster and our public services.
